Special Police in the State of Maryland

Special police officers are a very interesting and unique position. In Maryland, SPO’s are regulated under Title 3, “Law Enforcement” (3-307) and every SPO in Maryland has full police powers on any property they have been assigned to protect. According to Title 3-307 of the Maryland Code, “Each special police officer shall protect and preserve peace and good order on the property described in the application for the commission” (Web, 2020). A special police officer may:

“(1) arrest individuals who trespass or commit offenses on the property described in the application for the commission;
(2) exercise the powers of a police officer on the property described in the application for the commission;
(3) exercise the powers of a police officer in a county or municipal corporation of the State in connection with the care, custody, and protection of other property of the entity that requested the appointment of the special police officer or other property, real or personal, for which the entity has assumed an obligation to maintain or protect; and
(4) direct and control traffic on public highways and roads in the immediate vicinity of the property described in the application for the commission in order to facilitate the orderly movement of traffic to and from the property, if the Secretary approves of this activity in advance” (Web, 2020).

Special Police Officers are appointed by the Governor and take an Oath of Office just as any regular police officer does. They can protect life and property for both public and private entities. A good example of Special Police Department in Maryland is the University of Maryland Police Department. COVID-19 in the State of Maryland

According to the Maryland Department of Health, as of May 26th, 2020, the following Marylanders have been affected by COVID-19:

Number of confirmed deaths : 2,217
Number of probable deaths : 116
Currently hospitalized : 1,315
Acute care : 795
Intensive care : 520
Ever hospitalized : 8,179
Released from isolation : 3,334

The Maryland Department of Health recommends, that you “Wash your hands often with soap and water. Cover your mouth and nose while sneezing or coughing. Avoid touching your eyes, nose and mouth. Avoid contact with sick people. If you are sick, stay home and call your health care provider” (Web, 2020).

Additionally, it is recommended that all Marylanders, “Practice social distancing — keep distance between yourself and others and avoid crowds. Avoid handshaking, hugging and other intimate types of greeting. Avoid non-essential travel (your health care provider may have specific guidance for your situation). Avoid crowds, especially in poorly ventilated spaces
Work from home if possible for your work situation. Avoid unnecessary errands — consider ways to have essential items, like food and other household supplies, brought to your house through online delivery services or through family or social networks.” (Web, 2020)
